Jakob Skovgaard on Finance Ministries and Environmental Policy Making

Jakob Skovgaard has published the article “The Role of Finance Ministries in Environmental Policy Making: The case of European Union Emissions Trading System reform in Denmark, Germany and the Netherlands” in the journal “Environmental Policy and Governance”. The article concerns the role of finance ministries on the Danish, Dutch and German government positions on the reform of the EU’s greenhouse gas emissions trading system and which frames the finance ministries adhered to.

An important insight from article is that although finance ministries were active in defining the positions of their respective governments, and policy frames were important for the position of the finance ministries, the political orientation of the government proved to be the most important factor except for when there was a bipartisan commitment to climate change action (in Denmark).
