Preconditions for a modern civil defence

How do societal changes affect the possibilities to develop the civil defence?

Funded by the Swedish civil Contingencies Agency (MSB), from 1 July 2018 to 31 December 2022.

This project aims at producing new knowledge about and better understanding of the preconditions to develop, strengthen and direct the civil defence. The project focuses on how these preconditions have been affected by societal processes of change on three different levels:

  • The citizen level, encompassing issues such as legitimacy, fragmentation and societal cohesion.
  • The administrative level, focusing on how phenomena such as decentralization and privatization impact on the organization, governance and operative implementation of the civil defence.
  • The international level, directing attention to how the government’s bi- and multilateral interaction with other countries and in international forums affects the decision-making capacity, scope of action, and organization of the state.
