Call for papers: Local Governments in Times of Transition – Lessons from Sweden and Germany

Call for papers
Europe is experiencing profound transformations driven by climate change, social inequality, digitalization, and democratic backsliding. Local governments are on the front lines, managing crises, delivering public services, and safeguarding democratic values, all while adapting welfare institutions to new demands for equity, efficiency, and trust.
To examine these challenges, we are pleased to invite you to a two-day academic workshop October 20–21, 2025 at the Department of Political Science, Lund University, Sweden. The event brings together local government scholars from Sweden and Germany to strengthen research collaboration in the field of local government studies.
With this call we welcome paper proposals that engage with the workshop’s overarching theme. The program will feature paper presentations (full papers or extended abstracts) and a public roundtable on the evolving role of European local governments. Participation is free of charge, with lunch and dinner provided for all participants.
