The article departs from an analysis of conceptualizations of total defence and resilience among the Nordic and Baltic countries in combination with a study of existing and prospective security and defense policy cooperation between the countries as a basis for analyzing the degree of shared security culture in the Nordic-Baltic region.
The study, which is based on extensive document analysis and 19 elite interviews covering all eight countries, shows a varying degree of shared security culture, with Sweden, Finland and Norway as a group with a deeper shared security culture than the others in the region. The results are of relevance i.a. for the issue of the prospect for Nordic-Baltic security and defence cooperation, regionally as well as within the EU and NATO.
