Many International Organisations are dealing with a financing drought. As member-states continue to slash their obligatory and voluntary financial contributions, financing diversification appears to be the only way forward. Yet there is no one set way to diversify, and little analysis exists to guide IOs and states as they weigh various financing options. IOs can secure voluntary contributions from private sources through various funding models, and they can also generate revenue by charging fees for services and goods provided. This paper maps the financing reforms implemented by the World Health Organisation (that relies increasingly on voluntary contributions from private sources) and the World Intellectual Property Organisation (that now relies almost entirely on revenue generated from fees charged for goods and services provided). We trace the short- and long-term effects of these financing reforms on: 1) the IOs engagement with member-states; 2) the outputs produced through the IO (such as collaborative agreements); 3) the outcomes produced (implementation at national level); and 4) problem-solving. We also consider the challenges to be navigated, including conflicts of interest, stability and predictability of funding, and the demands for increased “ownership” of the organisations’ mandate and agenda by private funders or fee paying “clients.”
