CMES seminar: Palestine’s Managed Precarity: EU Governance, the Denial of Democratic Agency, and the Foreclosure of Resilience

Join us for a exciting seminar with Scientific Advisory Board member Michelle Pace.

This seminar presentation examines Palestine as a paradigmatic case of the precarisation of politics and analyses the role of the European Union (EU) in stabilising this condition. It develops the concept of managed precarity to describe a situation in which political vulnerability is institutionalised through governance practices that sustain administrative functionality while constraining sovereignty and democratic agency. While Israel’s occupation constitutes the primary structural driver of Palestinian precarity, this presentation focuses on how EU governance practices participate in the reproduction of a depoliticised order of managed dependence. Drawing on more than 20 expert interviews conducted in 2025, alongside policy documents and secondary literature, the presentation will show how EU instruments translate normative commitments into stabilisation-oriented governance that prioritises institutional continuity over political transformation. The analysis distinguishes between ontological insecurity and precarity, arguing that EU practices contribute to the transformation of the former into the latter. It further demonstrates how this dynamic narrows the conditions for Palestinian resilience when understood as collective self-organisation and democratic agency. The Palestinian case thus illuminates broader tensions in liberal international governance between stability, normativity, and the foreclosure of political futures.

Michelle Pace, PhD, is a Professor in Global Studies based in Denmark, a Visiting Professor (non-residential) at the Middle East Studies Forum, Alfred Deakin Institute for Citizenship & Globalisation, Deakin University, Australia, as well as Associate Fellow, Europe Program, Chatham House, London, and an Affiliate Member, ESRC Centre for Society and Mental Health, King’s College London. She is also a Member of the Scientific Advisory Board, Centre for Advanced Middle Eastern Studies, Lund University, Sweden.
