International organizations within and outside the United Nations system provide platforms for multilateral cooperation and give impulses for national policymaking to promote the implementation of the Sustainable Development Goals (SDGs). They set agendas, coordinate efforts across regions and countries, offer technical assistance and expertise, compile data and monitor progress and raise awareness about sustainable development. However, the influence of international organizations to foster SDG implementation is constrained by a lack of national ownership, prioritization and resources for the SDGs. While scholars have stressed the potential of the concept of orchestration whereby international organizations adopt coordination and facilitation functions to foster goal achievement, little is known about the effectiveness of such orchestration strategies. In general, despite the growing number of studies in this area, there is still a great need for further research on the role of international organizations in SDGs implementation.
