“Super Networks in International Politics: Linking Human Rights and Environmental Policy Areas”
Abstract:
In a world of increased complexity, transnational advocacy is also becoming more complex. Instead of focusing on confined issue areas, transnational advocacy networks (TANs) increasingly address interrelated issues that are relevant across policy fields, building larger and more sophisticated networks. Our knowledge on the emergence, mobilization and functioning of these new forms of network-building, however, is limited in International Relations until today.
Against this backdrop, I will introduce and discuss the concept of “super-networks” in this talk. Super-networks are collaborative network structures above individual TANs, in which different TANs advocate for a common cross-policy objective. Three case studies at the intersection of environmental and human rights issues will be introduced, compared and discussed: These are (1) the Inter-Constituency Alliance at the UNFCCC, (2) the CBD Alliance at the UNCBD and (3) the Right to a Healthy Environment Coalition at the UN Human Rights Council and UN General Assembly. The comparison will reveal important commonalities and differences that will help to better understand the main characteristics of super-networks.
This research is based on 30 expert interviews with local and international civil society organizations, UN officials and mandate-holders, participatory observations at strategic meetings of the Inter-Constituency Alliance in the UNFCCC, as well as a qualitative content analysis of primary documents, including submissions to the relevant UN forum, website content, policy and strategy papers.
