Collegiality and Efficiency? A political scientist and an economist provide an answer looking at telecom regulatory agencies

The authors examine the relationship between single member versus multimember decision-making boards in regulatory agencies in the case of telecom, and how this relates to the spread of mobile and fixed broadband.

Drawing on literature from economics and political science and statistical analysis of empirical evidence, they find that the best way of organizing such agencies depends on the market structure of the service that is provided. The data comes from 33 countries in Europe.
