Associate professor Shirin Ahlbäck Öberg: The De-collegialization of Swedish Universities

Shirin Ahlbäck Öberg will present the book ”Det hotade universitetet” ([The Endangered University] Dialogos 2015). This book is a critique of contemporary research and university policy where managerialism and performance management regimes, according to the authors, are compromising the very idea of the university. The book is an anthology with contributions from active academics (political science, sociology, history of ideas) as well as from a former Vice-Chancellor and a former Chancellor of Justice. During the seminar Ahlbäck Öberg will, however, present her and Elin Sundberg’s chapter “The De-Collegialization of Swedish Universities and University Colleges”.

Shirin Ahlbäck Öberg is Associate Professor and Senior Lecturer in Political Science, Uppsala University. Her research interest is the auditing and monitoring of the public sector, and in recent years the rise of the audit society. She has also researched the rewards for high public office (in a comparative perspective), and how New Public Management-reforms challenge professionalism in the public sector.

At the moment she is funded by Riksbankens Jubileumsfond (“Finns det en svensk förvaltningsmodell?Förvaltningsmyndigheternas självständighet studerad ur ett multidimensionellt perspektiv”) and she is also a member of the steering committee of the interdisciplinary research network ”Higher Education as Research Object (HERO)” at Uppsala University. She is involved as country expert in two comparative research projects within the EU, and both projects focus on public management reforms.

She has been an active voice in the public debate on New Public Management regimes in general, and when these regimes target Higher Education Institutions in particular. Ahlbäck Öberg has recently finished two terms as Vice Dean (elected) for the Faculty of Social Science, Uppsala University.
