The report (in swedish but with an english summary) is the final report of the large COPE project (Communication, Organisation, Policy Instruments, Efficiency - A program for Research on Ways of Achieving the Swedish Objective of "Reduced Climate Impact") financed by the Swedish Environmental Protection Agency. COPE has engaged around fifteen researchers in seven different projects. One of the main conclusions within Johannes' project is that despite the global claims of the climate issue, international climate policy has strengthened the territorial political authority of the nation state.
