Introduction

This project examines the effects of political institutions on the ability of political agents to resolve distributional conflicts that might otherwise prevent governments from adopting desirable policies. The objectives of the project are: (a) to develop a new theoretical analysis of the problem of reform capacity, generating testable propositions about the effects of political institutions on the ability of governments to adopt welfare-increasing policies, especially when such policies are associated with distributional conflicts; (b) to collect and analyze cross-country comparative data on policy reforms in selected policy areas; and (c) to conduct case studies of decision-making processes in the same policy areas, in order to identify the ways in which institutions influence the reform capacity of governments.
