Introduktion

Ole Elgström is since 2001 professor of Political Science. I am also Vice-Dean at the Faculty of Social Science, which means that I devote half of my time to academic leadership and administration. My research has in recent years been focused on the European Union’s global roles and on how the EU is perceived by external actors (other state representatives). I have, for example, authored several articles on outsiders’ images of the EU in multilateral trade-, aid-, and climate change negotiations. I also have a keen interest in negotiation theory, and notably on the EU’s negotiation strategies in international negotiations. My teaching is limited, but I am in charge of the master course “European Union negotiations”, and I also do some supervision. I took my PhD in 1982 with a dissertation on the active foreign policy of Sweden.

Forskning

 

In my most recent project, I have started to probe the changed characteristics of modern multilateral international negotiations with the rise of the "emerging powers" (China, India and others). In what ways have changes in power configurations also transformed patterns of negotiation strategies and coalition-building in multilateral negotiations? This far, I focus on climate change and trade negotiations and have, together with Karin Bäckstrand, written an article on the changed roles of the EU in climate change, accepted for publication in the Journal of European Public Policy (2012-13).

This project demonstrates my continued focus on international negotiations; for a long time my major area of research. In the monography Foreign Aid Negotiations (1992), an interest in foreign aid was combined with my interest in negotiation theory. After the Swedish membership of the EU, my research shifted to the EU as a negotiation arena: what is characteristic of negotiations, mediation and coalition-building in the Union? Fragments from theories on international negotiations are used to understand the unique features of EU negotiations. Articles on EU negotiations were published in Negotiation Journal , International Negotiation, Cooperation and Conflict, Journal of European Public Policy and European Foreign Affairs Review. The findings are summarized in my edited volume (with Christer Jönsson) "European Union negotiations" (Routledge 2005).

In another on-going research project, I investigate how non-EU state actors perceive the roles of the EU in international multilateral negotiations: is it seen as a great power and as one, unified actor? Is it considered a leader in international negotiations? In this context, I relate to role theory, a perspective applied in "The European Union’s Roles in International Politics" (co-edited with Mike Smith; Routledge 2006). The rationale behind researching "the EU as others see it" is explicated in an article in European Foreign Affairs Review (no 2, 2006), written together with Natalia Chaban and Martin Holland and empirical findings are reported in a Report from Sieps (2006: 1) and in articles in International Relations (vol 21 no 4, 2007; on the EU as a leader in international negotiations), in J. of Common Market Studies (vol. 45 no 4, 2007; on the EU in international trade negotiations), in J. of European Integration (vol. 30 no 3, 2008; on EU coherence in its aid and trade policy), in European Foreign Affairs Review (vol. 15, 2010; on EU-Pacific Islands EPA-negotiations) and in Cooperation and Conflict (vol. 45 no 3, 2010, on the EU in climate change negotiations.

Another major area of research concerns the foreign policy strategies of small states. In my dissertation, Aktiv utrikespolitik (1982), the active foreign policy of Sweden in the 1960´s and 70´s was described and analyzed. In Images and Strategies of Autonomy" (2000) - which was part of the research programme on Stable Peace at my Department and the Department of History - I tried to high-light how small states balance between their striving for autonomy and the restrictions given by external pressures.

In the project, Comparing Council Presidencies, the possibilities and constraints that an EU Council Presidency faces when trying to fulfill the roles of leader and mediator were analyzed. The results of this project are summarized in "European Union Council Presidencies" (Routledge 2003) and in an article in the Hague Journal of Diplomacy (no 2, 2006).

Undervisning

På grund av min forskning och mitt uppdrag som prodekanus har jag de senaste åren haft relativt lite undervisning. Jag ger, tillsammans med Malena Rosén Sundström, sedan flera år masterkursen European Union Negotiation. Vi försöker här blanda teoretisk kunskap med praktiska inslag, framför allt i form av olika typer av förhandlingsspel. Jag är också handledare för masteruppsatser; en uppgift som jag tycker är synnerligen givande - och rolig!

Tidigare i min karriär har jag framför allt hållt i kurser om internationell politik, konflikt och samverkan och "vägar till fred". Jag var medförfattare till läroboken "internationell politik", som i många år var obligatorisk litteratur på introduktionskursen i statsvetenskap.
